Administrative Instructions and Education Sector Procedures Manuals
The Ministry of Education and Human Resources Development invites interested eligible Tenderers to
submit tenders for the Printing, Supply and Delivery of Education Legislative Framework, Administrative
Instructions and Education Sector Procedures Manuals.
Bidding will be conducted through the Competitive Tendering procedure specified in the PFM (Procurement)
Regulations 2021, SIG Financial Instructions 2010 and the Procurement and Contract Administration
Manual 2022, and is open to all eligible Tenderers.
Interested eligible Tenderers may obtain further information or obtain a copy of the Tender document from MEHRD Procurement and Contracting Unit, MEHRD Office, Tongs 4 Storey Building, Point Cruz,
Honiara, Solomon Islands or you can email: MEHRD_Procurement@mehrd.gov.sb to request the Tender
Document during working hours from 09:00 to16:00, Mondays to Fridays.
To qualify for the Tender, tenderers must meet the following minimum qualifications;
- annual volume of Services of at least the amount of $500,000.00
- Have successfully completed at least two similar ‘supply and deliver’ contracts in terms of
technical requirements in similar delivery sites and conditions as the Solomon Islands in the
last 5 years (to comply with this requirement, Services contracts cited should be at least 70
percent complete)
- Have major items of equipment (owned, lease or hire) proposed for carrying out the services.
- Show availability in its 2025 financial statement the availability of liquid assets, net of
outstanding contractual requirements, of at least 20% of total tender price; alternatively, must
show an evidence of access to a credit line with a reputable local bank to finance the contract;
and
- Not have been blacklisted nor suspended by any SIG ministry or agency; it must have no
record of poor or failure of performance in any of its previous contracts
Tenders, comprising the documents identified in the Instruction to Tenderers (ITT), and following the
requirements of the ITT, must be addressed to the address below and delivered to MOFT CTB Counter #8
at or before 2pm, Thursday 23 April 2026

Tenders shall be valid for a period of 90 days after the deadline of Tender submission. Late or incomplete
Tenders will be rejected. Tenders will be opened in the presence of the Tenderers’ representatives who
choose to attend
