Overview
The Papua New Guinea Secondary Education Program (PNG SEP) is a flagship investment of the Australian Government, implemented by Abt Global under the Papua New Guinea-Australia Partnership.
PNG SEP will deliver a School Infrastructure Fund (SIF) investment of approximately AUD 4 million to support safe, inclusive and climate-resilient infrastructure improvements across 10 participating secondary schools. SIF investments will be school-led and aligned with School Learning Improvement Plans (SLIPs), with funding prioritised according to need, feasibility and alignment with program priorities.
To inform SIF investment decisions, Abt Global is seeking proposals from suitably qualified individual consultants, consultant teams, engineering or construction firms, or multidisciplinary consulting organisations to undertake a School Infrastructure Rapid Needs Assessment and Prioritisation across all ten participating PNG SEP schools.
Brief
The successful Service Provider will be required to:
- Develop a rapid infrastructure assessment methodology and assessment tool aligned with PNG SEP priorities, National Department of Education standards, climate resilience and GEDSI requirements.
- Conduct infrastructure assessments and stakeholder consultations at ten participating secondary schools alongside relevant National or Provincial Department of Education representatives.
- Assess infrastructure needs across key domains including classrooms, dormitories, WASH facilities, accessibility, school safety, ICT infrastructure and climate resilience.
- Identify and prioritise practical, high-impact infrastructure investments and develop indicative cost estimates for priority interventions.
- Prepare the PNG SEP School Infrastructure Needs Assessment and Prioritisation Report, including school profiles, baseline infrastructure data, prioritised investment pipelines and recommendations to guide implementation of the School Infrastructure Fund.
