1. Background
The World Health Organization (WHO), in collaboration with the Ministry of Health and Medical Services (MHMS), is implementing activities under the GEF Climate-Health Programme to strengthen climate-resilient health systems in the Solomon Islands.

Kirakira Hospital, the main referral facility in Makira-Ulawa Province, plays a critical role in delivering essential healthcare services. However, a recent WASH assessment identified major deficiencies in water supply, sanitation, hygiene facilities, and wastewater management systems, including unreliable water sources, non-functional sanitation infrastructure, and inadequate drainage systems.

These challenges pose serious risks to infection prevention and control (IPC), patient safety, and overall healthcare service delivery. To address these issues, WHO is seeking to engage a qualified contractor to undertake comprehensive WASH infrastructure improvement works at Kirakira Hospital.

2. Objective of the Assignment
The objective of this assignment is to rehabilitate and upgrade WASH infrastructure at Kirakira Hospital to ensure:

  • Safe and reliable water supply
  • Functional sanitation and hygiene facilities
  • Improved wastewater management systems
  • Compliance with IPC standards and national regulations
  • Enhanced patient and staff safety

3. Scope of Works
The contractor shall be responsible for the supply, installation, rehabilitation, and upgrading of WASH infrastructure, including but not limited to:
Water Supply System Improvements

  • Installation of filtration and chlorination systems
  • Repair of water sources, storage tanks, and pipelines
  • Expansion of rainwater harvesting systems
  • Development of a borehole system with storage capacity
  • Upgrading of water distribution networks
    Sanitation and Hygiene Facilities
  • Replacement and installation of water closets and toilets
  • Upgrade of sewer systems and inspection chambers
  • Installation of additional handwashing stations
  • Repair and refurbishment of shower facilities Wastewater Management
  • Replacement of open greywater drains with sealed systems
  • Installation of improved sewage systems and soakaway pits
  • Integration of greywater treatment solutions
    General Responsibilities
  • Supply of all materials, equipment, labour, and tools
  • Preparation of detailed work plan and implementation schedule
  • Compliance with WHO standards and national regulations
  • Coordination with MHMS and WHO
  • Ensuring safety within an operational hospital environment

4. Expected Deliverables

  • Approved work plan shortly after contract signing
  • Fully functional water supply systems across the hospital
  • Rehabilitated sanitation and hygiene infrastructure
  • Operational wastewater management systems
  • Submission of technical documentation and reports upon completion
    1. Duration of Assignment

    The assignment is expected to be carried out within the period:
    July 2026 to September 2026

6. Eligibility Requirements
Interested bidders must meet the following criteria:

  • Registered company in the Solomon Islands
  • Proven experience in WASH construction, plumbing, and infrastructure works
  • Experience working in healthcare or similar facilities is an advantage
  • Familiarity with the Makira-Ulawa operating context
  • Relevant technical certifications and qualified personnel

7. Competencies Required

  • Strong technical expertise in WASH systems
  • Ability to deliver quality results within timelines
  • Effective communication and coordination skills

8. Place of Assignment
All works shall be carried out at:
Kirakira Hospital, Makira-Ulawa Province, Solomon Islands

10. Submission of Bids
Interested bidders are invited to submit their proposals, including:

  • Company profile and relevant experience
  • Technical proposal (methodology and work plan)
  • Financial quotation (including all costs)
