LAND, ENGINEERING PROCUREMENT CONSTRUCTION (EPC) OF WAREHOUSE FOR THE NATIONAL GAMING CONTROL BOARD
About:
- NGCB is a Regulatory Statutory Authority responsible for regulating all forms of legalised gaming and their operations in Papua New Guinea
- Objective: Storage of corporate assets and other materials required to support NGCB’s functions and operations
Invitation:
- NGCB invites Expressions of Interest (EOI) from suitably qualified and experienced companies for a combined land and construction package for a warehouse facility
- Respondent must own land located in, or within 10 kilometres of, downtown Port Moresby, and must have capacity to design, engineer, and construct the facility
Scope of Works:
- Provision of suitable land in, or within 10km of, downtown Port Moresby
- Site assessment, concept designs, architectural drawings, and detailed plans
- Preparation of architectural renderings and visual impressions
- Structural, civil, electrical, and mechanical engineering design
- Preparation of cost estimates and project documentation
- Assistance with statutory approvals and compliance
- Construction of the warehouse facility
- Supply of all labour, materials, equipment, and machinery
- Installation of electrical, plumbing, security, and fire safety systems
- Design and installation of smart warehouse automation systems
- External works, testing, commissioning, and handover
Eligibility Requirements:
- Annual turnover of more than PGK 50,000,000
- Completed projects valued above PGK 50,000,000
- Registration in Papua New Guinea
- Ownership of land in, or within 10km of, downtown Port Moresby
- Architectural design, engineering, and build capability in-house or through subcontractors
- Smart warehouse automation capability
- Ability to deliver project as a combined land and construction package
Additional Requirements:
- Valid IPA business registration
- Valid TIN and Tax Compliance Certificate from IRC
- Proven experience in commercial, industrial, or warehouse construction
- Technical capacity, qualified personnel, and equipment
- Sound financial capability and track record
- References from previous clients

- Audited financial statements or evidence of annual turnover over PGK 50,000,000
- Evidence of completed projects valued above PGK 50,000,000
- Evidence of ownership of suitable land
- Evidence of architectural design, engineering, and build capability
- Architectural renderings and visual impressions
- Details of proposed smart warehouse automation systems
- Details of similar projects completed in last 5 years in PNG
- Organisational structure and key personnel
- Portfolio of relevant designs and completed projects
- References from previous clients
