Deadline for Submission of Bids: 11th November 2026, 13:00 hours (local time)

1. The Independent State of Papua New Guinea has received Financing from the Asian Development Bank (ADB) towards the cost of Civil Aviation Development Investment Project II. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The National Airports Corporation (the Employer”) invites sealed bids from eligible Bidders for the Power System Upgrade and Associated Works at Jacksons International Airport, National Capital District, Papua New Guinea (“the Works”).
   The works comprises of three (3) concurrent phases as follows:
   (4) PMA Substations (Electrical Works)
   Supply & Installation of High & Low Voltage switchboards

Supply & Installation of High & Low Voltage cables (underground/overhead) • Supply & Installation of Low Voltage Generators
Supply & Installation of Low Voltage UPS
Supply & Installation of Transformers
PMIA Substations (Civil Works)
Construction of Central Terminal Substation
Supply & Installation of Prefabricated Modular Containers for 6 Substations
PMIA Substations (Automation Works)
Supply & Installation of Programable Logic Controller (PLC) at Central Terminal Substation

Supply & Installation of Supervisory Control & Data Acquisition System (SCADA) at Central Terminal Substation and at other substations
Supply & Installation of Remote Input/Output Unit (RIO) for 10 substations
Supply & Installation of Micro PLC at HV & LV switchboards for 10 substations Supply & Installation of Optic Fibre Cables connecting all the 10 substations
Open competitive bidding (International advertisement) will be conducted in accordance with ADB’s Single-Stage One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
Only eligible Bidders with the following key qualifications should participate in this bidding:
Soundness of financial position over the last three (3) years and its prospective long-term profitability: The Bidder must demonstrate that its financial resources, less its financial obligations for its current contract commitments, meet or exceed the total requirement for the Subject Contract of USD$ 1.92 million; Average Annual Construction Turnover (minimum) of US$ 12.8 Million per year, within the last three (3) years: Construction Experience and participation in at least one (1) contract within the last five (5) years with a value of at least USD$ 7.0 million that have been successfully or are substantially completed by the Bidder and that are similar in physical size, nature of works, complexity, methods, and technology:
For the above or other contracts executed during the last five (5) years, there is minimum construction experience in the following key activities:
Supply and installation of High and Low Voltage Power Systems
Design and Construction of Electrical Sub-Stations
Design and supply of prefabricated electrical switch rooms
Supply and installation of SCADA Systems
Supply and installation of Fiber Optic Communication Networks.
