The Solomon Islands Knowledge-Action-Sustainability for Resilient Villages (SOLKAS) Project has a contractor consultancy assignment for interested and qualified firms, contractors, builders, or consultants to design and construct a modern Climate-Smart Agriculture (CSA) nursery and associated infrastructure at Tenaru Field Experiment Station, Guadalcanal Province.

The Consultant/Builder/Contractor will work closely with the SOLKAS Project Management Unit (PMU), the Ministry of Agriculture and Livestock (MAL), and relevant stakeholders to design, construct, install, test, commission, and hand over a comprehensive climate-smart agriculture nursery facility at Tenaru Field Experiment Station, including greenhouse infrastructure, irrigation and fertigation systems, renewable energy systems, environmental controls, rainwater harvesting infrastructure, and associated site works.

The SOLKAS Project is one of the largest locally-led climate adaptation projects in the Pacific region and one of the first with a strong focus on the education, water, and agriculture sectors. Primarily funded by the Green Climate Fund (GCF), with co-financing from the Governments of Australia, New Zealand, and Solomon Islands, the project seeks to reduce children, youth, and communities’ exposure to climate hazards while strengthening sustainable and resilient livelihoods in the face of climate change. The project is a partnership between the Government of Solomon Islands, through the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), and Save the Children Solomon Islands (SCSI).

Working with communities across six provinces, the project strengthens resilience to climate change by building the capacities of governments, communities, and schools to understand, plan for, and implement climate adaptation responses through three project components:

• Community-led development of adaptation plans, climate change knowledge and skills, and access to climate change information.
• Resilient livelihoods, food and nutrition security, improved water security, and schoollevel infrastructure.
• Institutional strengthening.

This assignment contributes to establishing a nationally significant Climate-Smart Agriculture (CSA) demonstration and seedling production facility at Tenaru Field Experiment Station. The facility will support agricultural research, training, climate-resilient farming innovations, and the production of up to 20,000 quality seedlings per production cycle for farmers, schools, community groups, and development partners across Solomon Islands.
We are looking for suitably qualified and experienced contractors, builders, engineering firms, consultants, or consortiums to undertake this assignment over an estimated period of 7–9 months from contract signing, working closely with SOLKAS PMU staff, MAL, and relevant stakeholders to deliver the works in accordance with the Terms of Reference (TOR).

Application Requirements
Interested applicants should provide the following:

• Cover letter addressing the requirements outlined in the Terms of Reference (TOR).
• Technical proposal outlining methodology, implementation approach, timeline, project management arrangements, and quality assurance measures.
• Company profile and evidence of relevant experience, including examples of similar projects.
• Curriculum Vitae (CVs) of key personnel and technical specialists.
• Copy of valid business registration certificate.
• Financial proposal with itemised budget inclusive of all costs, taxes, labour, materials, equipment, travel, and contingency.
• At least two client references for comparable completed projects.

Scope of Works
The successful contractor will be responsible for:

• Design and construction of a 1,200m² climate-smart greenhouse nursery facility.
• Installation of automated irrigation and fertigation systems.
• Installation of environmental monitoring and climate control systems.
• Supply and installation of solar photovoltaic backup power systems.
• Construction of rainwater harvesting, storage, and supplementary water supply systems.
• Site preparation, fencing, drainage, access pathways, and disability-accessible infrastructure.
• Staff training, commissioning, operational manuals, and final handover documentation.
