Provision of Architectural Design Services for the Solomon Islands National University (SINU) Teacher Demonstration Classroom
The Solomon Islands Government has budget financing toward the cost of the development of a Teacher Demonstration Classroom facility (the Project) at the Solomon Islands National University (SINU) Panatina Campus in Honiara and intends to apply part of the proceeds for consultant services. The Ministry of Education and Human Resource Development (MEHRD) is the Solomon Islands Government (SIG) implementing agency for the Project with assistance provided by the Australian Government through the Solomon Islands Australia Partnership – Stronger Education Together (SET).
MEHRD requires an architectural consultancy to provide all professional services required to design the Project and also provide services during construction under a single contract, including but not limited to architectural design/interior design, landscape design, engineering (civil and structural), building services (mechanical, electrical, hydraulic and fire), quantity surveying/cost management, and construction phase support services.
To procure these services, MEHRD is undertaking a two-phase competitive tender process.
The first phase comprises this Request for Expressions of Interest (EOI), which is intended solely to shortlist suitably qualified, registered architectural consultants with experience performing the services listed above for education sector projects. No contract will be awarded as a result of this first phase.
The initial design brief for the Project is attached to this EOI – see Annex 1.
Only architectural consultants shortlisted through this EOI process will be invited to submit a detailed proposal in the second Request for Proposals (RFP) phase of this tender process.
The Ministry of Education and Human Resource Development (MEHRD) now invites eligible architectural consultants to indicate their interest in providing the services.
Interested architectural consultants must demonstrate through the evidence provided in their EOI Response Submission (see below), a high level of capability and experience in performing, and/or managing others performing, the services listed above, preferably on education projects of a similar nature, scale, and complexity in the Solomon Islands.
Eligible EOI respondents must also demonstrate the capacity to comply with all applicable Solomon Islands Government laws.

Interested architectural consultants must provide in their EOI Response Submissions the following detailed information:
1) Company profile – full company details including a summary of relevant recent experience for a minimum of the last five (5) years highlighting relevant experience performing the type of services listed above for education sector projects.
2) Professional design team – for seven (7) lead design professionals listed below:
a). CVs
b). and, Copies of the Certificates of Registration from relevant professional registration bodies in Australia or New Zealand only for the following seven (7) lead design professionals required for the professional design team:

a. The Bidder must demonstrate access to, or availability of, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the services cash flow requirements.
b. An annual turnover from the last 3 years must be 2 times the estimated annual value of the proposed contract.
5) References – including a list of organisations who will provide a reference for you and to whom you have provided services of a similar nature and scope as those the subject of this Request For EOI.
6) Details of other parties – details of any other parties that the consultancy intends to associate/partner with and the nature of any such association/partnership.

The Provision of Architectural Services pre-selection of EOI is based on the completion of the above 6 required document and information and in accordance with the procedures set out in the Solomon Islands Government Procurement Manual and Financial Instructions.
