Background
The World Health Organization (WHO), in collaboration with the Ministry of Health and Medical Services (MHMS), is implementing activities under the GEF Climate-Health Programme to strengthen climate-resilient health systems in the Solomon Islands.

An assessment conducted at Lungga Area Health Center (AHC) identified critical gaps in water supply, sanitation, hygiene, and healthcare waste management systems. The facility currently faces challenges such as unsafe and unreliable water supply, non-functional WASH infrastructure, and inadequate waste management practices, which do not meet Infection Prevention and Control (IPC) standards.

To address these issues, WHO seeks to engage a qualified contractor to carry out WASH infrastructure improvement works aimed at enhancing climate resilience, environmental sustainability, and safe healthcare service delivery.

2. Objective of the Assignment
The objective of this assignment is to improve Water, Sanitation and Hygiene (WASH) infrastructure at Lungga AHC to ensure:

  • Reliable and safe water supply systems
  • Functional sanitation and hygiene facilities
  • Improved healthcare waste management systems
  • Compliance with IPC guidelines and national standards

3. Scope of Works
The contractor will be responsible for the supply, installation, repair, and commissioning of WASH infrastructure, including:
Water System Improvements

  • Repair and restore handwashing stations, sinks, showers, and toilets
  • Repair leaking water tanks and fittings
  • Inspect and repair the entire water distribution system
    Healthcare Waste Management
  • Supply and install a glass/sharps crushing and compacting machine
  • Construct a sealed waste disposal pit compliant with IPC guidelines
  • Supply colour-coded waste bins for segregation
  • Provide Personal Protective Equipment (PPE) for waste handlers
    General Responsibilities
  • Provide all materials, tools, equipment, and labour
  • Prepare and submit a detailed work plan
  • Ensure all works meet required quality, safety, and environmental standards
  • Conduct training for facility staff on operation and maintenance of installed systems

4. Deliverables
The contractor is expected to deliver the following:

  • Approved detailed work plan within 5 days of contract signing
  • Fully functional water system across all facility service points
  • Installed and operational healthcare waste management infrastructure
  • Staff training conducted on system use and maintenance
  • Submission of maintenance guidelines, SOPs, and warranty documentation

5. Duration of Assignment
The expected duration of the assignment is:
July 2026 to 15 September 2026
All work must be completed and commissioned within the agreed timeframe.

6. Eligibility Requirements
Interested bidders must meet the following minimum requirements:

  • Registered company in the Solomon Islands
  • Proven experience in WASH construction, plumbing, and infrastructure works
  • Experience in healthcare or similar facility projects is an advantage
  • Familiarity with Guadalcanal Province operating context
  • Relevant technical certifications or demonstrated expertise

7. Competencies Required

  • Technical expertise in WASH systems and wastewater management
  • Ability to deliver quality results within timelines
  • Strong communication and stakeholder coordination skills

8. Place of Assignment
All work shall be carried out at:
Lungga clinic, Guadalcanal Province, Solomon Islands

10. Submission of Bids
Interested bidders are invited to submit their proposals, including:

  • Company profile and relevant experience
  • Technical proposal (methodology and work plan)
  • Financial quotation (including all costs)
