FOR ADB PAPUA NEW GUINEA RESIDENT MISSION

The Papua New Guinea Resident Mission (PNRM) of the Asian Development Bank (ADB) invites
prospective Bidder/s to submit a proposal for the Security and Safety Services (hereinafter referred to
as the “Services”).
- The successful Bidder shall deliver security services in PNRM including personnel, equipment,
secure transport, medical and emergency response, and situational awareness, all in compliance
with national regulations and ADB policies. Responsibilities cover mission support through risk
assessments, security briefings, and protection services; crisis management in coordination with
government authorities and ADB; and timely, accurate security reporting.
- The Services shall be delivered under a framework agreement for three-year period upon
contract commencement.
- To be qualified for the bidding, the Bidder must:
- Have the nationality on eligible country in accordance with ADB Eligible Member Countries.
A Bidder shall be deemed to have the nationality of a Member Country if it is constituted, or
incorporated, and operates in conformity with the provisions of the laws of that country; and
- Have not been sanctioned nor be ineligible to enter into transactions with ADB or any other
multilateral development bank or institution.
- Have a (i) valid business registration and (ii) valid license to operate in security services in
Papua New Guinea.
- Interested Bidders are advised to access ADB’s e-procurement page or send their complete
contact details (i.e. name of firm, address, contact person and position, email address, telephone
number) to Anthony Mawi at amawi@adb.org to participate in the bidding and to have access to
the bid documents, including future correspondence related to this bidding.
- A pre-bid meeting will take place on 10 June 2026 at PNRM office to be followed by
mandatory site inspection. Communications are strictly centralized through ADB’s eprocurement system (Coupa), thus bid bulletins can only be accessed by Bidders who have
provided their contact details on Coupa.
- The Bids should be sent electronically through ADB’s e-procurement system before 16:00
Papua New Guinea Standard Time of 24 June 2026.
- ADB reserves the right to accept or reject any bid, and to annul the bidding process and reject
all bids at any time prior to award of Contract, without thereby incurring any liability to the
affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the
grounds for ADB’s action.
- This invitation does not entail any commitment on the part of ADB, either financial or otherwise.
Any cost of preparation of the bid shall be borne solely by the Bidder.
