The National Procurement Commission on behalf of the Department of Works & Highways invites written sealed bids for the Tendering of the following Contracts funded by the EXIM Bank of China through Government of Papua New Guinea (GOPNG) under Framework Agreement between the Government of the People’s Republic of China and the Government of Papua New Guinea.

NPC/2026-16Upgrading of Existing 2-Lane Concrete Pavement to the Asphaltic Concrete and Construct to Extend Additional 2-Lane Asphaltic Concrete Pavement along the Existing Milford Haven Road (LHR) from Lae Port Gate to Kamkumung/Omili Round (4.856km Proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-17Construction of 4-Lane Asphaltic Concrete Pavement along the Independence Drive from Kamkumung/Omili Roundabout to Unitech Gate (3.846km full width proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-18Upgrading of the Existing 2-Lane Concrete Pavement to Asphaltic Concrete and Construct to Extend Additional 2-Lane Asphaltic Concrete Pavement along the Existing Independence Drive (LHS) from Unitech Gate to Tent City Junction (2.030km Proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-19Construction of 4-Lane Asphaltic Concrete Pavement along the Independence Drive from Tent City Junction to Bumayong Market (2.250km full width proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-20Upgrading of Existing 2-Lane Concrete Pavement to Asphaltic Concrete and Construct to Extend Additional 2-Lane Asphaltic Concrete Pavement along the Existing Highlands Highway (RHS) from Boundary Road Junction at Bugandi Roundabout to Milford Haven Road Roundabout Junction (1.998km Proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-21Upgrading of Existing 2-Lane Concrete Pavement to Asphaltic Concrete and Construct to Extend Additional 2-Lane Asphaltic Concrete Pavement along the Existing Bumbu Road (LHS) from Highlands Highway Junction at Salamanda RA to Milford Rd Intersection at Bumbu Area (1.711km Proposed 4-Lane) in Lae City, Morobe Province.
NPC/2026-22Upgrading of the Existing 2-Lane Concrete Pavement to Asphaltic Concrete and Construct to Extend Additional 2-Lane Asphaltic Concrete Pavement along the Existing Huon Road (LHS) from Eriku Roundabout to Milford Haven Rd & Huon Rd Intersection (491m Proposed 4-Lane) in Lae City, Morobe Province.

Instructions to Bidders

  • Interested bidders must arrange with their Agent(s) or a Courier firm of their choice to pick up tender documents and similar arrangement must be done for the lodgement of their bid(s).
  • Bidders must clearly address on the outer envelope containing their bid with the address as indicated above in the Bid Delivery section, marked with the tender number, description of the project and closing date and time.
  • All bidders must provide copies of current IPA certificate of incorporation as evidence of complying with company registration laws, all companies must provide copies of tax identification (TIN) plus consolidated statement of accounts.
  • All bidders must provide their current social obligations certificate such employer membership to NASFUND or Nambawan Superannuation.
  • All bidders must have not less than three (3) years of relevant experience.
  • At Close of tenders, bids non-compliance to NPA will be eliminated.
  • The National Procurement Commission will not be held liable for any mishandling.
  • With accordance to National Procurement (Amendment) Act 2018, Section 48 – National Preservation and Restrictions. (3)

A Procurement –
(a) With a value estimated by the Commission of up to K10,000,000.00, shall have a technical evaluation requirement that is open to public tender only for national companies and citizens with capacity to undertake or provide the goods, works or services; and

(b) With a value estimated by the Commission of greater than K10,000,000.00 but less than K50,000,000.00 shall have the technical evaluation requirement that is open to public tender only
i. so that at least 50 percent of the value of the procurement is to be undertaken by national companies and citizens, with capacity to undertake or provide the goods, works or services; or
ii. in the case of a partnership, so that 50 percent of the partnership is held by national companies and citizens with capacity to undertake or provide the goods, works or services; and

(c) With a value estimated by the Commission of equal to or greater than K50,000,000.00 shall have a technical evaluation requirement that is open to public tender by all companies and persons. A Bank Guarantee specified in the Tender Document made payable to National Procurement Commission will be required as a performance security and advance payment against the contract.
