INVITATION FOR COMPETITIVE TENDER
CTB Reference: CTB C 12/26
The Ministry of Culture and Tourism (MCT), hereinafter referred to as the “Purchaser”, invites sealed tenders from eligible and qualified security service providers for the Supply of 24-Hour Security Services for the Ministry of Culture and Tourism for a period of one (1) year.
A complete description of the services required is provided in the Tender Documents-Section IV: Specifications and Scope of Services.
ELIGIBILITY CRITERIA
Tenderers must meet the following minimum requirements in order to be considered for evaluation:
Be a duly registered business under the Laws of Solomon Islands Possess a valid Security Business Registration
Hold a valid Honiara City Council (HCC) Business Licence for 2026
Possess a Tax Identification Number (TIN) issued by the Inland Revenue Division Provide evidence of Tax Compliance (Tax Clearance Certificate)
Provide a recent bank account statement
Demonstrate successful completion of at least two (2) similar contracts within the last five (5) years of comparable size and technical complexity
Have no record of poor or failed contract performance
Not be subject to any blacklisting or restrictions to eligibility in accordance with the Instructions to Tenderers TENDERING PROCEDURES
Tendering will be conducted in accordance with the Solomon Islands Government Standard Competitive Tendering Procedures and is open to all eligible tenderers as defined in the Tender Documents.
PURCHASE AND COLLECTION OF TENDER DOCUMENTS
A complete set of Tender Documents may be purchased by interested tenderers upon payment of a non- refundable fee of SBD 200.00 per set.
Payment must be made at:
Ministry of Finance and Treasury – Headquarters Cashier Tender Documents Revenue code, 13233-20-383-101.
Tender documents may be collected upon presentation of the payment receipt at:
Ministry of Culture and Tourism Headquarters Level 1, Anthony Saru Building, Honiara,
Collection Time: Monday to Friday, 10:00am-4:00pm
SUBMISSION OF TENDERS
Sealed tenders must be delivered to the address below no later than 2:00pm on Thursday, 26 March 2026. Electronic submissions will not be permitted.
Late tenders will be rejected.
Tenders will be opened publicly shortly after the closing time in the presence of tenderers or their representatives who wish to attend.

TENDER MARKING INSTRUCTIONS
Tender envelopes must be clearly marked:
“CTB C 12/26-SUPPLY OF 24-HOUR SECURITY SERVICES FOR THE MINISTRY OF CULTURE AND TOURISM”
The Tenderer’s Name and Address must also be clearly written on the outside of the envelope.
Tenderers must ensure they sign the Tender Lodgement Register at the Central Tender Board (CTB) Office
at the time of submission.
