1. Background ChildFund New Zealand, in partnership with Greenergy Pacific, is rehabilitating water supply infrastructure on Santa Cruz Island, Temotu Province, Solomon Islands. The project includes replacing the deteriorated distribution pipeline from Nembo Spring and constructing 64 new public standpipes in coastal communities along Graciosa Bay.
A technical assessment has confirmed that the spring, pump house, transmission main, and reservoir tanks are in good condition. This RFT seeks a qualified contractor to procure and deliver materials and construct the new distribution line and standpipes. The contractor will also supervise local community members providing manual labour for trench digging.
2. Scope of Work
2.1 Procurement & Delivery
Sourcing all required materials as per the BOQ in Annex B.
Freight and delivery of all materials to Temotu Province (Santa Cruz Island).
Storage of material on Santa Cruz before delivery to site.
Delivery of materials to site.
2.2 Construction
Supervising trenching and backfill carried out by community labour teams.
Laying and connecting the new distribution pipeline (includes some HDPE welding).
Constructing and installing 64 public standpipes, including base slab, apron, drainage, and tap assembly.
Pressure testing and flushing the pipeline system. A site satellite image is attached in Annex C. Detailed design drawings are in preparation and will be provided before contract award.
2.3 Water Quality Testing and Training
Conduct initial water quality testing upon commissioning of the rehabilitated distribution network and submit a short report.
Provide basic training sessions for selected community members and water committee representatives in routine maintenance and identification of system issues.
2.4 Reporting
Delivering as-built drawings, photographic records, and a completion report. Note: Solar-powered pump installation will be managed under a separate contract and is excluded from this scope.
2.5 Warranties and Defects Liability
Ensure all materials supplied (e.g., pipes, fittings, valves) carry a manufacturer’s warranty appropriate to their type and intended use.
Provide a Defects Liability Period of 12 months from the date of Practical Completion, during which the Contractor shall, at their own cost:
Repair or replace any defective work, materials, or fittings.
Address any failures related to improper installation, jointing, or construction errors.
Respond to any reported defects within 14 days of notification by the Client or the community.
